On June 20 at the World Urban Forum, José Fogaça, Mayor of Porto Alegre, Brazil formally signed a Memorandum of Understanding with the PLUS Network.

Porto Alegre, one of the largest cities in Brazil, is the capital of Rio Grande do Sul State. It is the 4th largest city of Brazil and about the 10^th in South America with a population of 1,416,000 (2004), or 3.5 million for the metropolitan area. Porto Alegre has been well-known for its citizen participation from pionering participatory budgets to being the site of the Fórum Social Mundial in 2001.
